The Montachusett Regional Transit Authority (MART) is responsible for public transit services in twenty-two (22) Communities within the Montachusett region, and is funded with Federal, State and local funding, as well as farebox revenue. MART was created pursuant to Massachusetts General Laws, Chapter 161B, in August of 1978. MART, by the provisions of Section 25 of Chapter 161B, is responsible for operating transit services through private operators; thus, all fixed-route bus and demand response van services, are provided by private operators, selected by MART. MART is required to comply with the mandates of the Americans with Disabilities Act (ADA), as are the entities with which it contracts for transit and demand response services. MART provides fixed route and demand response public transit services throughout the greater Fitchburg, Leominster, Gardner, and Athol areas which are a part of twenty-two member communities. MART owns two vehicle maintenance & storage facilities, and two additional vehicle storage facilities. MART owns an Intermodal Transportation Center in Fitchburg with commuter parking garage and commercial space. Another Intermodal Transportation Center resides in Leominster with a commuter parking garage. There is an additional surface commuter parking lot in West Fitchburg. An additional new commuter parking garage will open in 2019 in Ayer. MART also participates in the Commonwealth’s Human Services Transportation (HST) brokerage program, independent of MART’s transit operations.

MART is soliciting proposals from qualified private contractors to provide operations management of MART’s fixed-route public transportation bus service and all demand response van services associated with this operation. MART has broken out these services by geographic location into two (2) separate Request for Proposal (RFP) documents. This RFP is one of the two documents. Contractors wishing to provide responses to these RFP’s may choose to bid on just one individually or on both. The bid response for each RFP will be evaluated separately. However, a respondent may choose to submit a combined response for both RFP’s. This combined response would merge the management of both operational centers under a single management firm. The response for a merged management firm approach should provide evidence of integrated management, a reduction in Management Fee and potential operational efficiencies.

The management firm selected will have to be certified and qualified to do business in the Commonwealth of Massachusetts. The firm will be under contract with MART and report directly to the MART Administrator and designated staff. The contract between MART and the selected management firm will provide for reimbursement of all Federal Transit Administration (FTA) allowable operating expenses, in addition to a management fee that shall cover the General Manager’s salary/expenses and the Management Firm costs and profit. This management fee must be paid to a separate legal entity from the management firm(s). The structure of the legal entities will be discussed during the negotiation process with the successful respondent.
